Risk Management Plan and Process Safety Management Plan - The City of Buena Vista, 2039 Sycamore Avenue, Buena Vista, VA 24416 will be accepting Proposals from qualified Engineering firms for Engineering Services for the Development and delivery of EPA required Risk Management Plan and Process Safety Management Plan for the City of Buena Vista Wastewater Treatment Facility.  PROFESSIONAL ENGINEERING SERVICES

CITY OF BUENA VISTA

 

The City of Buena Vista is requesting a Proposal and Statement of Qualifications for engineering services.

Development and delivery of EPA required Risk Management Plan and Process Safety Management Plan for the City of Buena Vista Wastewater Treatment Facility

The treatment plant currently utilizes both chlorine gas and sulfur dioxide gas to treat wastewater effluent. The EPA requires that for certain chemicals over 2500 lbs (including chlorine gas) that a RMP & a PMP be put in place. Currently the plant tries to maintain the pounds of chlorine gas below the 2500 lb threshold required for a RMP & PSMP. This has proved difficult at times and as well costly. The WWTP is design to hold up to 7 one ton gas cylinders. Increasing the quantity of gas delivered would greatly reduce the cost of chlorine per pound and provide a more reliable delivery of chlorine gas to maintain plant compliance. All work including air modeling, map development, Process Hazard Analysis, and site visits etc shall be included in price. Both the RMP and PSMP shall be in full compliance with the State of Virginia and EPA requirements (including 40 CFR Part 68 and 29 CFR Part 1910.119) for all required chemicals. A draft report will be provided to the City for review and comment. The final report shall be delivered in 5 hard bound copies and in an electronic media format including Word and will remain the property of the City of Buena Vista. Project includes submittal of report to required regulatory agencies whether in hard copy of electronically. Project work will be considered complete once RMP & PSMP are approved by regulatory agencies. Work is to begin upon authorization and notification to proceed.

The proposal should contain, at a minimum, the following information, utilizing the format presented below:

Letter of Transmittal-include firm name, address, and contact person

Table of Contents

1.      Firm experience with similar project

2.      Project team list and experience

3.      Project understanding and approach

a.       Demonstrate your understanding of the project requirements

b.      Outline of your scope of services

c.       Suggestions to improve the project and add value

4.      Project schedule

5.      Project man-hour and cost estimate

a.       Provide an estimate of man-hours to complete the project

b.      Provide nonbinding cost estimate

 

Method of Firm Evaluation

The selection process will entail the proposal evaluation by a committee of City staff based on the factors listed below.  Upon approval of the City, a contract will be negotiated with the selected firm based on the required scope of engineering services.  The City reserves the option of utilizing the selected firm for additional and/or subsequent similar reports such as an emergency response plan, community right to know etc.  The City reserves the option to select several firms that appear to be most qualified for the project for subsequent informal interviews, or to select the best firm in the City’s opinion directly from the proposals submitted. The following factors will be taken into consideration during the evaluation and selection process:

 

  1. Firm experience directly related to this specific project. Demonstration of the project understanding and scope of services required (25%)
  2. Understanding of the State/Federal regulations that will impact the project (20%)
  3. Proposal content and/or presentation (10%)
  4. Proposed project schedule (20%)
  5. Project Costs (15%)
  6. Familiarity with BV WWTP (10%).
